The Reich Minister of Justice stated that this morning (7 April) a meeting took place at the Ministry of Justice with representatives of the different state justice ministries, the purpose of which was a thorough discussion of limiting the licensing of Jewish lawyers. The Jewish lawyers have, in practice, been prevented from exercising their professions first in Breslau and then in Berlin. In Bavaria Jewish lawyers are totally barred from the courts. A majority of the heads of the [state] justice ministries have this morning drafted proposed legislation. This proposal however goes far beyond the jurisdiction of the justice departments. The Chancellor of the Reich stated that for now, only what is necessary should be regulated. Regarding the lawyers, a regulation similar to the one in the Law for the Restoration of the Professional Civil Service should be found. In his opinion such a legislative regulation in the matter of the Jewish physicians is not yet needed. In this matter a comprehensive enlightenment of the people should be undertaken. After a thorough discussion of the issue, the Minister of Justice, with the cabinet's consent, drafted the following guide-lines for a proposed law to regulate the question of the Jewish lawyers: a) The law should only apply to lawyers, not physicians, pharmacists etc. b) The law will have a time limit. c) The law in general will conform to the line of the Law for the Restoration of the Professional Civil Service. d) For the time being the introduction of a numerus clausus for Jewish lawyers is not to be undertaken. e) Licenses of non-Jewish lawyers who have been active Communists can also be revoked.
